The 2010 Fall Membership meeting was a great success, thanks to all the support from our members, Board and Officers.

Bill Bowen is our new Chairman, Kelvin Anderson is Vice-Chairman, Stephanie Weems and Hugh Garrett are our new additions to the Board of Trustees.

Congratulations to the new Board members; we appreciate your willingness to serve! We have a strong team and will certainly offer our support.

At this time, we would like to thank Lowell Gill for his years of unsurpassed service on the Board, as Chairman. He has done an amazing job and we appreciate him always going above and beyond the call of duty. Canyon Rim has experienced a lot of changes through the years and we have kept up with them. Progress and change is part of our growing Association and he has accomplished a tremendous amount of work! Thank you so much, Lowell. We would also like to acknowledge Sheila for her support of Lowell and CRRA, as well. Thank you Lowell and Sheila! Happy Retirement!

On a personal level, it has been a privilege working under Lowell as Vice-Chair. It has been an honor representing the members. Thank you for the opportunity.

NO HUNTING!

I have had several Canyon Rim members express concerns about hunting in and around Canyon Rim. We have had reports of gun shots in the area this past weekend. Please make your families and friends aware that there is no hunting within the bounds of Canyon Rim. This includes the undeveloped area of Canyon Rim which is the area above Canyon Rim, on the road to the left of the water tanks. If you see someone actively hunting, please write down the license plate number of their vehicle if possible. You should not take action yourselves but do not hesitate to call the Summit County dispatcher at 435-615-3500 to report the incident. Thanks for your help with this issue.

YAY! SMALL BRIDGE REPAIR!

Thanks to John, DelRie, Bob N., John E., we were able to remove the blockage under the small bridge and reinforce the abutment. We also added rocks along the slope leading to the abutment, which had been undercut by the current, to prevent further damage. We should be safe in letting large gravel trucks traverse the bridge; but please remind the drivers to go slow and obey the weight limits posted for the bridge.

Many thanks to all of you who participated in the spring cleanup project!

LOWER BRIDGE ISSUES

The recent high flood waters did some serious damage on the south abutment of the lower bridge and may have compromised its ability to support heavy loads. The problem is compounded by trees in the creek and blockage underneath the bridge that is keeping the water level high. So we can ascertain its condition more clearly we need to have several people with waders to clear the blockage and remove the trees in the creek. Then we intend to move a large rock with John's backhoe closer to the bank and add basket-ball sized rocks in the area to divert the stream away from the back of the abutment. We will collect the rocks from the east slope of the parking lot and adjacent areas and using a small trailer move them to the creek.
This will allow us to more clearly evaluate the situation. Until we have completed this work, please refrain from having large loads delivered or having heavy equipment moved over the bridge.
We could use three or four people to assist with this work in addition to the two or more needed to remove the debris in the creek. We have also scheduled chipping for Saturday so if you have dragged wood down to the road, please plan on assisting in that effort. We will meet in the parking lot about 9:00 am to determine how to best distribute the manpower. If you missed the work day and still want to have the $25 credit this is a good time to step up and help. Thanks for what you can do.

WOOD CHIPPING DATE

Thanks to Kathleen Garn's good work we now have a chipping day scheduled for Saturday, June 26th. We plan to start about 9:00 am. If there is a change to that time, we will let you know. If you have been dragging down deadwood, it would be appropriate for you to be there to assist with the work. If we can get help with the work, it will go quickly and be less painful for all of us who intend to help. Thanks much for your help.

NEW SPRING CLEAN-UP DATE

Please note that the new work day will be this coming Saturday, June 19th. I know that this is the day before Fathers Day but hopefully many of you can make it. We will begin at 8:30 for rolls, coffee, and juice (thanks to Judy Forster who is stepping in for Kathleen Gregory) . Work will start about 9:00 am after a brief meeting. We have several important projects in the parking lot and within the association so help is needed. The luncheon will begin about 1:00 or so at Dick and Nancy Schmidt's, lot 102. Please bring your favorite side dish and chairs. Barbeque pork sandwiches and hot dogs and soft drinks will be provided.

I apologize to those of you that made the trip up and did not get the message that the meeting last Saturday was cancelled. It was a tough call and we fully intended to go forward until late in the day Saturday when the storm really hit. It was the first cancellation in well over 12 years.

SPRING CLEANUP REMINDER - READY, SET, GO!

Don't forget that this coming Saturday is the date selected for the Canyon Rim cleanup day and picnic. Hope to see many of you there. The projects we have selected are as follows:

1) We need to finish stringing cable along the upper side of the parking lot fencing. This will require several people and a "come-a-long" rig. If someone has one please bring it. We will also be installing about 10-12 posts along the slope side of the parking lot. That will require 6-8 people to dig holes, install posts and add cement. Bring levels, shovels, bars, and a weak mind and strong back for this project. Finally we need to tighten the cable along the highway and remove some trash that has accumulated.

2) We will be installing new road signs that were made for the association free-of-charge by R. C. Montrone. This will require checking the old posts, replacing where necessary. Leveling some posts and staining all of the posts and attaching the new signs. Bring shovels, levels and bars for this project.

3) We need to add seeding to the slope project along the Northeast side of the lot. If someone has a good commercial type seeder please bring it with you.

4) As usual we have trees that have fallen along the roadways and need to be cut away and stacked along the road for chipping. Please bring a chainsaw. i will have mine there for someone to use. It no longer fits my hand or I would do this project.

5) We need to clean up the association, including along the highway and around the association where boards and other materials have been graciously left by some of our members for others to pick up and take to the county dump. Someone with a pickup could do this project.

6) A culvert needs replaced along the upper road to the parking lot. If we have sufficient person-power, we may do this project too.

7) Sheila could use some help in setting up for the picnic which will be held at Richard and Nancy Schmidts place beginning 1:00.

Finally, thanks to some of the people who have, or will make the work day productive and the picnic fun. This includes John Forster, Kathleen Gregory, Sheila Gill, Richard and Nancy and others. Also, thanks to DelRie Gale who has been working hard to solve issues associated with our water system, including replacing and refurbishing regulators and repairing leaks. Also, thanks to Bill Bowen who has been heading up the road committee Hugh Garrett who has been a big help to Bill.

SPRING CLEAN UP, PARKING LOT & GATE CAMERA MESSAGE FROM DICK

May 10, 2010

Dear CRRA Member,

Please note that all trailers and vehicles must be off the lot by the 15th of May or else a fine of $50 per day will be incurred. That is this weekend.

The Spring clean up work party and BBQ will be held this year on June 12th with a rain date of June 19th. The BBQ will be hosted at the Schmidt’s cabin, #102. Meet at the parking lot at 8:30am for breakfast rolls, juice and coffee with work details to start at 9:00. For the BBQ please bring a pot luck item to share and chairs. Drinks and BBQ chicken or pork will be provided. A $25 per lot credit on 2011 dues will be awarded to those members who participate in the work projects.

The Association’s gate cameras can now be accessed online if you want to check road conditions, weather, visitors, etc at the gate. There is also secure wireless internet access in the vicinity of the gate shack for members. If you are interested in either of these features, please contact either Richard Schmidt (rhs@suzy.med.utah.edu) or Stephanie Weems ( Stephanie.Weems@comcast.net for access instructions. UPDATES FROM BILL BOWEN

With Lowell out of the country, I thought it would be good to pass on some Canyon Rim updates to you all.

The electronic gate is now unlocked and available for access to Canyon Rim. Several road sections still had snow last weekend (especially the road right below the water tanks on the way to the upper lots) but almost all of the snow on the roads should be gone by this weekend. Some areas will still be very muddy.

We have not yet been able to identify where the water leak is so some of the cabins may not have water as we continue to manage water flow by isolating various parts of the line to determine the location of the leak. Progress has been difficult due to the weather and the challenge of finding the leak while much of the area is still very wet due to the snow melt. All members are asked to check their cabins, water meters, lines and surrounding areas and report any possible leaks to Delrie Gale or any Board Member.

As of last weekend there were still a couple trailers in the parking lot. We are past the date that the property owner allows us to keep trailers in the lot and they must be removed no later than this weekend.

WATER UPDATE

IMPORTANT INFORMATION FROM LOWELL:

I was informed today that we are completely out of water in the association. There are apparently leaks which have not been discovered that have drained the small supply we had left. The good news is that this should be temporary (depending on the weather), as supplies will start building in early spring and we can then pursue finding and repairing leaks. Sorry for the inconvenience this causes, but it has been a difficult year with colder weather and no snow cover.

MAIN GATE CLOSURE

Please note that the main gate will be closed sometime Saturday pm. The main reason is that the mag lock tends to freeze which makes the gate inoperable. We will keep the main pedestal on so phone service will be available between the gate and the cabins that have phone service. After closure, only snow machines will be allowed on the roads. Thanks.

FALL MEMBERSHIP MEETING MINUTES

The meeting commenced at Oct. 20th,6:40 pm in the Tyler Library meeting room. Members introduced themselves to the group

Parking Lot Project:
Lowell discussed the current status of the winter parking lot project. The Association has obtained consent from the Church, which owns the lot, and project permits from Summit County. The dirt fill has been graded and seeded to complete the project. The Association is in the final stages of negotiating a long term lease agreement with the Church in which our rights to use the property will be assured. In turn we can expect to pay a yearly lease fee and will have to obtain sufficient liability insurance to protect the owners.

We will continue to regulate long term parking of snowmobile trailers in the lot this winter in order to assure sufficient space for all users. John Forster will coordinate this again. Owners interested in leaving a trailer in the lot throughout the winter will need to sign a liability waiver, pay a fee of $125, and check with John for a space assignment. He has currently staked out slots for 13 trailers.

Review of Financials:
Dick Schmidt circulated a summary of income and expenses for the year to date (see attached) and reviewed our account status. As of Sept. 20th the Association had a fund balance of $40,910, with expected income due of $2,878 and expected estimated expenses of $6,067 to year end. We incurred unbudgeted expenses for the parking lot project. Otherwise expenses were near or below budgeted expectations.

Review and Discussion of Planning Committee Survey:
Stephanie Weems compiled the data of the planning survey distributed in the Spring, and Lowell presented the highlights from this data (see Powerpoint presentation on the Website). Only 29 of 71 Association members responded to the survey (41%). Road condition was the greatest area of concern, with 61% favoring improved regular maintenance or upgrading the roads with better drainage, shaping and gravel crown. A majority of respondents favored special assessments when future upgrades to the water system become necessary. 61% of respondents favor a graduated impact fee versus the two tiered impact fee currently in place. 48% favored incentivizing owners to help with maintenance projects by either crediting reduction of annual dues or assessing fees on owners who do not contribute labor. After discussion of these issues, Lowell recommended that the issues first be considered by the board with recommendations to the membership at a later date. The survey also identified concerns about noise early and late in the day from ATVs and snowmobiles, and unsafe vehicle operation on the roads. Discussion favored owners implementing voluntary restraint of such vehicle use after 10pm unless necessary, and self-policing to respect speed limits and avoid unsafe vehicle use by children.

The members expressed their thanks to Stephanie for her considerable work on this project. Bill Bowen suggested that the survey be repeated at a regular interval of perhaps 3 years.

Internet Access at the Gate:
Lowell presented to the membership the idea of implementing DSL internet access on the phone line going to the front gate. This would enable improved ability to monitor the system status, and the security cameras could be used to send live feed to the Association website for people to monitor road and local weather conditions. There is a second phone line at the bulletin board which is redundant due to the phone at the gate, so discontinuing this and installing DSL would be cost neutral or even save a few dollars every month. Kelvin Anderson wanted to assure that people could still call up from the gate to the cabins, and this can be done via the phone on the gate pedestal. After discussion, it was approved by a vote of the membership without opposition.

Long-term Road Improvement and Maintenance Plan:
Lowell discussed that in many places the roads are in a sub par state due to the lack of a proper crown, inadequate drainage in areas and filled-in barrow pits. He proposed a multi-year program of road rehabilitation, installing proper drainage, road shaping and gravel cover. Preliminary cost estimates for doing this run between $15-20,000 per mile and there are approximately 4.5 miles of Association road. Lowell proposed forming a Road Committee consisting of 1 board member, John Forster and 2 other Association members to solicit and review bids for the work and to prioritize areas for repair. After discussion this was passed by membership vote without opposition.

Board Member Election:
The terms of Kelvin Anderson, Bill Bowen and Kathleen Garn on the Board expire this fall. All three expressed a willingness to serve another 2 year term. After discussion, there were no other nominees for positions on the board. All three were nominated and re-elected without opposition.

Water System Update:
Dale Gale and Todd Pixton have taken on the jobs of Water Master and Assistant Water Master, respectively. The water supply is currently in great shape with most tank cells full. There have been no major leaks in the system this year. Members are reminded of the requirement by the State Engineer and Summit County that all outdoor water taps be fitted with backflow preventers to eliminate the risk of water system contamination.


The meeting was adjourned at 8:05 pm.



ADDENDUM

In the past two weeks there have been break-ins, theft and vandalism at two separate cabins. Summit County police are investigating but so far the perpetrators are unknown and at large. Each of us can take steps to improve security at CRR. This includes making sure the entry gate closes after you enter or leave and that no one 'rushes' the gate. Please check for all of your electronic keys and brass gate keys. If any cannot be accounted for, let Lowell know. Any missing electronic keys can be rendered inactive. Make sure all key boxes at the gate are closed and the dials are scrambled. It would probably be a good idea for everyone to change the numerical code on their boxes. If you see any persons or vehicles which you don't recognize, either stop them and enquire, or if suspicious, contact the Summit county sheriff's office. Make sure your cabins and garages are locked and avoid leaving vehicles such as ATVs or snowmobiles out in the open. Since some cabins are used only infrequently, please look out for your neighbor's places and report anything unusual or suspicious to the sheriff. Lastly, consider installing an alarm system that can dial out when triggered.

BREAK-INS

Please be advised it has been reported two cabins have been broken into; one sustained considerable damage and an ATV was stolen. It would be a good idea to check your cabins and report any suspicious persons or behavior to the Summit County Sheriff and Lowell Gill. Thank you.

CHIPPING DATE CANCELED

Thanks to the efforts of the Utah State Forest Service we now have very little wood left to chip so the chipping work scheduled on Friday, June 26th, has been canceled. The forest service has been at Canyon Rim this past week building fire breaks and chipping dead wood. This is a direct result of the in-kind hours many members have turned in over the past several years. We have another date set for August, so please continue to drag down deadwood.

WATER LEAK & ROAD REPAIR PROGRESS!

It never ceases to amaze me; the amount of work that goes on behind the scenes at Canyon Rim is incredible!

Carl has not left us yet. He, along with Lowell and John have been working very hard repairing the road on the upper loop and a water leak. That's quite the hole you boys dug! We appreciate your hard work and efforts.

Boy! I'm always so jazzed this time of year to get the news the main gate will be opening. I love to be able to drive straight up to the cabin in my car!!! The excitement of pull-starting the 800's wanes quickly (especially the older I get!) ...

Anyway, please use extreme caution and care, as the roads are still muddy and difficult to drive through this time of year.

WATER SUPPLY SHORTAGE

Lowell has notified us that due to a broken valve, we have a very low water supply. We are being asked to be extremely conservative in our water usage. For members who have a water storage tank, please use them. It may be a good idea to pack some extra water along. The tanks should be nice and full by springtime. Thanks so much for your consideration!

I promise I will not take a bubble bath at the cabin.

OUTSIDE FIRES

Due to a recent incident, we would like to remind all property owners, open fires (bonfires) are NOT allowed. The risk is too high for a forest fire and property loss, for which you could be held liable. Outside fires are only allowed in approved fire pits with spark arrestors and with use of extreme caution. If you see a situation which appears out of control, contact Summit County Dispatch (435) 615-3500 or 911. Thank you for your cooperation in this matter. Using good judgement in having an outside fire is extremely important.

ANOTHER NEW LOCATION ...

Due to circumstances beyond our control, we have had to change the site for the Oct. 8th Membership meeting yet again. It will now be at the Whitmore Library (2197 Fort Union Blvd., 7000 South) starting at 6:30 pm. We will send this message out several more times to make sure people note the change. Please do not go to either Tyler Library or East Millcreek Library.
